Wow MrsNutMeg! Now THAT’s a question! I do believe you CAN use a steam juicer for citrus, but I don’t believe you should steam the peels so yes, in this case you should peel them first.
I suspect the skins have so much oil in them that they shouldn’t be steamed, also, the pith (thick white part of the skin) is usually quite bitter, so I suspect that would be a problem too.
