Liquid soap help!

I am new to soap making and I have attempted Suzanne’s amazing tutorial and used this recipe she provided:  

24 ounces coconut oil
10 ounces olive oil
10 ounces castor oil
3 ounces jojoba oil

Lye Solution
11 ounces potassium hydroxide
33 ounces distilled water

Trace Time: 15 minutes
Cook Time: 6 hours
Dilution Rate: 20 percent
Neutralization: 33 percent borax solution, 1 1/2 tablespoons per pound finished paste
Sequestering Agent: sugar solution, 5 percent per pound diluted soap
Thickening: 2 ounces glycerin per pound of diluted soap
Scent: 3 percent fragrance or essential oil per pound diluted soap

Now I used critic acid to neutralize and I used glycerin to sequester and thicken. It has been sitting on my counter for just over a week now and there is a white layer on top that is about a 1/2 inch thick that when mixed back up makes my soap cloudy. How and can I fix this or did I totally mix something up?

It looks so clear when the top white layer isn’t stirred in… I would appreciate any help!
